Introduction
This section of the Network provides all public guidelines relevant to the various departments within the Foundation. Detailed and department-specific documents can be found in the corresponding subsections.
Important Notice:
No departmental guidelines may supersede the Code of Ethics (CoE). The CoE represents the highest authority within the Foundation, and all guidelines are required to be equal or more stringent in their provisions.
Foundation departments are categorized into three distinct groups:
Exclusive Departments
Combative Departments
Civil Departments
The following outlines the access & permissions for Foundation Personnel as to how many departments they may be in at any given time

Exclusive Departments are distinct from other Foundation divisions and count for the entire the departmental membership limits set for personnel. Once a Foundation personnel joins one, they are required to be discharged from all current positions in external departments.
Personnel at Level 4 or above may join an Exclusive Department, provided they have been granted exclusive permission by high ranking members of the Administrative Department, O5 Council, or The Administrator.
These departments are responsible for high-level management, oversight, policy enforcement, and critical internal operations that support the Foundation’s overall mission. Due to their sensitive nature and the broad impact of their decisions, Exclusive roles require trust, discretion, and authorization at the highest levels.
Membership in Administrative Departments demands dedication to organizational governance and strategic planning, separate from the field or research roles held in Combative or Civil departments.
Personnel are prohibited from holding simultaneous positions in the following department combinations due to operational, ethical, or security concerns. These restrictions are governed under Section §[placeholder] of the Code of Ethics (CoE).
Scientific Department (ScD) & Anomaly Actors (AA)
Restriction: Members may not serve in both ScD and AA simultaneously.
Reason: Scientists require an objective environment focused on research and analysis, whereas Anomaly Actors engage in field operations involving unpredictable anomaly interactions. Combining these roles risks bias, conflicts of interest, and operational inefficiency.
Medical Department (MD) & Security Department (SD)
Restriction: Personnel may not concurrently hold roles in MD and SD.
Reason: Medical staff prioritize patient care and treatment, which may conflict with the enforcement and security duties of SD personnel. These roles demand distinct focuses that cannot be effectively combined.
Exploration & Tactical Division (E&TD) & Scientific Department (ScD)
Restriction: Dual membership in E&TD and ScD is not permitted.
Reason: E&TD members are field operatives engaged in exploration and tactical containment, requiring physical readiness and field deployment incompatible with the laboratory-based focus and responsibilities of ScD scientists.
Security Department (SD) & Anomaly Actors (AA)
Restriction: Members cannot simultaneously serve in SD and AA.
Reason: While both departments involve containment, SD personnel focus on facility security and protocol enforcement, whereas AA personnel specialize in specialized anomaly interaction and fieldwork. These differing priorities and operational methods make concurrent membership impractical.
Administrative Department & Field-Exclusive Departments (e.g., E&TD, AA)
Restriction: Personnel are prohibited from holding simultaneous roles in Administrative Departments and field-exclusive units without explicit authorization.
Reason: Administrative roles require dedicated focus on management, oversight, and coordination, which conflicts with the operational demands and risks associated with active field deployment.
These restrictions ensure that Foundation personnel maintain clear focus within their roles, preserve operational integrity, and minimize conflicts of interest critical to containment and research effectiveness.
